Town of LeicesterSelectboard Meeting MinutesMonday, October 2, 2017*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Tom Barker, Ron Fiske, John Rouse, Brad Lawes Others Present: Julie Delphia, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Added VT Sun letter to correspondence, Municipal Police Coverage and BSLG to New Business. Brad’s report on Town Shed. Approval of September 18, 2017 Minutes: Motion by Tom and second by Brad to approve minutes of September 18, 2017 as written. All in favor. So, approved. Review/Authorization to Pay Bills: Motion by Tom and second by John authorizing Julie to pay bills and approve payment of road orders when presented. All in favor. So, approved. Reports from Town Officials, Committees: Town Clerk/Treasurer: Julie reported that delinquents are at $101,000. Taxes keep coming in. Julie hasn’t had to borrow money to date to pay bills. Julie provided a copy of the revised Town Plan. There were some delays getting changes from ACRP so it was not ready to be approved. Julie suggested that everyone read the Plan from cover to cover before Wednesday, October 4th PC Meeting. Call or email Julie with changes or concerns or come to the meeting because the Plan will be brought to a vote of the PC, October 4th. Emergency Management Coordinator: John provided a copy of an Emergency Management Ordinance. Boutin and Scanlan indicated Leicester did not have an ordinance. John mentioned that Tim Boutin was helpful. November 9th John will be attending an Emergency Management Training Meeting from 7:00 – 9:00 Julie checked records and Leicester has a 2014 Emergency Management Ordinance. Contacts will need to be changed. Julie mentioned they should have a copy, but she will provide Tim Boutin another copy of the Ordinance. Diane stated that the Town has an LEOP. Cemetery Committee: Tom reported a burial in the cemetery. Town Foreman: Health Officer: Weight Permits: CORRESPONDENCE: Vermont Sun sent the Town a letter indicating they are going to hold three events next summer on June 23rd, July 15th and August 12th. They want to know if we have suggestions for next year. Diane will send the usual letter from the Town. NEW BUSINESS: Municipal Police Coverage: Ron attended the Brandon public meeting about Municipal Police Coverage. There were six State Senators and Police Chiefs from Middlebury, Brandon, Rutland that attended. One of the biggest complaints was that small towns cannot get the same police coverage as larger towns because the Sheriff’s Department is primarily; traffic control. Benson had trouble with the Sheriff’s Department, and have contracted with the Town of Fair Haven. Another big problem is dispatch. It is very expensive. Towns can’t afford it. At this point, the meeting was basically to take input. BLSG: There was an article in the Addison Independent and Reporter from a Leicester resident about spraying/applying adulticide. Brad reported BLSG is working on proposals for Pittsford and Proctor for next year. The towns people would need to vote on any proposal. This won’t be until next year at the earliest. Brad explained some of the funding resources. Can’t depend on State funds. OLD BUSINESS: BUILDING NEEDS: HIGHWAY CONCERNS/NEEDS: Town Shed: Brad reported that Markey probably won’t be able to do anything about the roof this year. Brad will continue to reach out to him and try to look at some of his work. LIMITED PUBLIC OPINION: EXECUTIVE SESSION: Motion by Tom to adjourn at 7:16 p.m. All in favor. So, approved.
