Selectboard Meeting Minutes

Call to OrderMeeting called to order at 6:30 p.m. by Chair.

Review of Agenda:   
 
Approval of November 20, 2017 Minutes:
 
Motion by Tom and second by Ron to approve minutes of November 20, 2017 as written.  All in favor.   So, approved.
 
Review/Authorization to Pay Bills:
 
Motion by John and second by Tom authorizing Julie to pay bills.  All in favor.  So, approved.
 
Reports from Town Officials, Committees:
 
Town Clerk/Treasurer:
 
Motion by Tom and second by Ron to allow Arlan to sign weight permit that will be coming; in Brad’s absence.  All in favor.  So, approved.
 
Julie reported that delinquents are at $161,000.
 
Julie reviewed Milfoil Grant and sent back with comments and questions and waiting for it to come back.  The FEMA grant inventory part is done, and proceeding with sorting the invoice part.  Arlan will help.
 
There has been no word from the Animal Control Officer.  Julie tried some other contact information with no success.
 
Julie reported that a person from DuPont is coming to look at the vault and will make some recommendations.
 
Road Foreman:
 
Arlan reported they filled holes on lower Bullock Road and did some grading on Old Jerusalem Road.
 
Tom asked about brush pick-up.  Arlan thinks they are ok.
 
Cemetery Committee:
 
Health Officer:
 
Diane received a call from Porter about an 18-month old girl bitten on the cheek by a dog.  She followed up.
 
No word from the Animal Control Officer.
 
Weight Permits:
 
Weight permit for Land Air Express was approved by Arlan in Brad’s absence.

NEW BUSINESS:
 
Meet ACRPC delegate candidate:
 
Alexis Caswell came before the Board to show her interest in the Leicester delegate representative position to ACRPC.  Introductions were made.  She shared her background.  She currently lives in Leicester and works for the Addison Independent.  She has lived in Rome and the UK.  She has a Master’s Degree in Government and Politics.  Family ties brought her back to Leicester.
 
Diane explained the meetings are the 2nd Wednesday of the month at 7:00 p.m. on Seminary St., in Middlebury.
 
Board explained that her responsibilities are to represent Leicester which is a small town and rather conservative and bring back information to the Board.
 
Diane explained about committee assignments.
 
Motion by Ron and second by John to approve Alexis Caswell as their new ACRP delegate for the Town of Leicester to start in January.  All in favor.  So, approved.
 
Diane mentioned that tomorrow night is the second of the public forums on Unified School District Alternative 1 and Alternative 2 at 6:30 p.m. at Otter Valley.
 
Diane mentioned that the Board needs to be thinking about budget items.
 
Julie asked about contracts for mowing.  Julie will send each of them a letter about next year’s budget numbers.
 
Julie wants the Board to think about a new fund for possible school acquisition.
 
Diane mentioned thinking about highway and building funds.
 
Tom discussed delinquent taxes and how they should proceed.  
 
Julie will research and look into getting some legal help.
 
Diane will talk with tax collector and let her know we are researching getting her some help.
