Town of LeicesterSelectboard Meeting MinutesMonday, July 3, 2017*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Tom Barker, Ron Fiske, John Rouse Members Absent: Brad Lawes Others Present: Arlan Pidgeon, Julie Delphia, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Approval of June 19, 2017 Minutes: Motion by Ron and second by John to approve minutes of June 19, 2017 as written. All in favor. So, approved. Review/Authorization to Pay Bills: Motion by John and second by Tom authorizing Julie to pay bills. All in favor. So, approved. Motion by Tom and second by Ron to give Arlan a check for gas for the chloride truck, $57.72. All in favor. So, approved. Reports from Town Officials, Committees: Road Foreman: Arlan reported they hauled 175 yards of gravel and 50 yards of stone yesterday. Shackett Road was washed out 4 or 5 feet. There was also some damage to Hooker Road by the Music Camp. It couldn’t take any more water. Arlan took pictures and is keeping track of the costs. Town Clerk/Treasurer: Julie reported that Jim Greenameyer called about his driveway. He would like Arlan to take a look at it due to the build-up of Hooker Road. Arlan will look at it. Julie reported she will be doing a loan for the next Selectboard meeting and will be requesting to transfer funds; as in past years. A couple came in from the 251 Club and they go to all the towns to see if they have a curtain. Julie reported the Listers lodged the grand list. We need to set the tax rate by the first meeting in August. Diane reported the Emergency Management Director position falls to the Chair if no one is appointed. They need to look for someone to fill the position. Cemetery Committee: Health Officer: Weight Permits: CORRESPONDENCE: NEW BUSINESS: Parking Issues: Music Camp: Brad has fielded at least two complaints. One morning there was a food services truck unloading right in the middle of the road. Julie mentioned hearing comments that when the camp has events; people park on both sides of Hooker Road making it difficult to get one vehicle through; say nothing about two-way traffic. The Traffic Ordinance needs to be updated. Julie suggested that Brad talk directly to Steve Beck and see if he can encourage him to enforce one-side only parking. Also, option of “no parking” signs or “parking one-side only” signs. Diane reported that Paul Quesnel, Road Foreman of Whiting, was interested in purchasing our culverts. Paul has not yet contacted Arlan. Leicester has one 72’ culvert. Arlan commented that Whiting probably needs it right now; and Leicester isn’t going to use it right off. He recommends to let him purchase it; as long as he takes the whole 72’. Motion by John and second by Ron to let Whiting take the 72’ culvert with bands and replace it with same, as soon as possible; and it is an all or nothing deal. Delivered here. All in favor. So, approved. OLD BUSINESS: BUILDING NEEDS: HIGHWAY CONCERNS/NEEDS: Town Shed: Arlan provided information about the Town Shed. There were three different quotes from Vermont Structural Buildings. There was one spraying insulation quote from Brian Thomas, Black Diamond. Ron will look at the shed roof tomorrow and report back. There was discussion about possible options. Arlan recommends putting on the same roof as what is on it right now; with the sprayed insulation.
