Town of LeicesterSelectboard Meeting MinutesMonday, July 16, 2018*Unapproved*** See subsequent minutes for any changes Members Present:Brad Lawes, Diane Benware, Tom Barker, John Rouse, Ron Fiske Others Present: Julie Delphia, Arlan Pidgeon, Gary Sweeny, VTrans, Carolyn Carlson, VTrans, Jennifer Lacy, VTrans, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Approval of July 2, 2018 minutes: Motion by Tom and second by John to approve minutes of July 2, 2018 as written. 3 yes and 2 abstention. So, approved. Review/Authorization to Pay Bills: Motion by John and second by Ron authorizing Julie to pay bills. All in favor. So, approved. Reports from Town Officials, Committees: Road Foreman: Arlan reported they hauled winter sand and gravel and graded some roads. Tom commented that the brush work they did going into Salisbury looks good and also Leicester/Whiting Road. Town Clerk/Treasurer: Julie requested authorization to pay D&F Paving pending loan finalization. Motion by Brad and second by Ron authorizing Julie to pay D&F Paving an amount just under $90,000 pending loan finalization. All in favor. So approved. Weight Permits: Arlan signed one weight permit. CORRESPONDENCE: Request for Party Status BLSG Appeal: In regard to BLSG, Jim Foley thinks the towns should all apply for interested person’s status with limited appearance. Julie talked with Jim Foley and he recommended they contact Jim Carroll and have him do the same as they did for BLSG. Leicester is not actual a party in this. They are actually appealing the State of Vermont. ANR is actually the party in the case against BLSG. In order for Leicester to be on the list for all the documentation, Leicester has to file something with the Court. Motion by Tom and second by John to have Julie contact Jim Carroll on behalf of the town. All in favor. So, approved. NEW BUSINESS: Fireworks Display Permit: John reported that he went to get his usual annual permit for fireworks display from Mr. Nicklaw. Mr. Nicklaw can no longer issue fireworks permits. The permits must be issued by the Chief of the Fire Department or the Selectboard, if there is no fire department at least 15 days before the event. Board signed the Municipal Fireworks Display Permit for Wednesday, July 4thfor John. OLD BUSINESS: Review of Documents re: culvert Old Jerusalem Road: Julie provided a bound packet/book with a letter and fact sheet. State personnel are coming next meeting. The estimate is about 15 people. They are coming down to discuss this project and give information. Julie reviewed the packet with the Board and went through the packet/book and fact sheet and discussed her concerns. BUILDING NEEDS: Windows of Senior Center: Julie reported that the plastic is coming off the windows at the white building and on the other side the window is coming apart. Ron thinks there is a lot of work to repair them. Board recessed the meeting at 7:20 p.m. to look at the building. Board reconvened the meeting at 7:24 p.m. from looking at the building. Discussion about the amount of work necessary to be done to the windows. Discussion where the money would come from. John recommended putting it in the paper. Board approved putting it in the newspaper asking for quotes on the window repairs for the meeting house and senior center. Julie will work with Diane to get something in the newspaper.
