Selectboard Meeting Minutes
Monday, August 20, 2018

Members Present:Brad Lawes, Diane Benware, Tom Barker, John Rouse, Ron Fiske
Others Present:  Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary                                                          
Call to Order:  Meeting called to order at 6:30 p.m. by Chair. 
Pledge of Allegiance:
Review of Agenda Add BLSG update and Senior Center windows.
Approval of August 4, 2018 minutes:
Motion by Tom and second by Brad to approve minutes of August 4, 2018 as written.  All in favor.  So, approved.
Review/Authorization to Pay Bills:
Motion by John and second by Brad authorizing Julie to pay bills.  All in favor.  So, approved.
Reports from Town Officials, Committees:
Town Clerk/Treasurer:
Julie reported Election Day was busier than anticipated; 124 voters, so tax bills did not get out.  Next election is in November.
Tax bills will go out this week.
Wilkes paved next door and blocked most of the building on Thursday.  This morning the came to do the lines. 
Julie mentioned a dip by the mail box where water collects.  No action taken.
Julie reported that in order to get FEMA dollars the town is required to have a Conflict of Interest Policy.  Julie will contact VLCT.
Road Foreman:
Arlan had nothing to report.
Tom mentioned that ACRP has two members gone now. They are looking for someone. When it comes to these hydro-connected segments, we just don’t know how they are going to have enough people.
Diane stated that Josh had approved the segment that we can work on.
Health Officer:
Diane reported that next Wednesday, Café Provence is hosting their annual Town Health Officer training.   Diane will be attending; as well as, Cree Parker.
There is now a new rental housing code that requires the Health Officer to investigate if tenants complain.
Diane will report back to the Board.
Cemetery Committee:
Tom reported that they haven’t met much.  He has some people looking at a couple cemetery lots.
Don Durkee is retired and is not doing the stone cleaning any longer.  Tom is looking for other options.
Weight Permits:  None
BLSG Update:
Brad reported BLSG had a meeting last Thursday night and they selected an environmental lawyer out of Rutland, named Cooper.  The Board members were impressed with the lawyer.
They have submitted three questions they would like to have BLSG answer.  If BLSG can give them adequate answers to the three questions, it might solve it.  If it doesn’t, BLSG will be looking at great legal expenses.
BLSG will be getting together in a month or two to set budgets.  It will depend on what happens with this suit.
BLSG thought they were suing ANR because ANR didn’t do it correctly.  The Judge says, no, the State of Vermont is out of it right now, and it’s back to BLSG. There is another conference meeting on August 27th.
PLT Suit:
Board wants to participate.
Board authorized Chair to sign on behalf of the Board.
Old Jerusalem Road RR Crossing:
Julie explained about her conversation with the lady from ECI.  She sent the layout.  The copy is an FYI for the town of what they intend to do.  It shows shutting the road down.  They think the detour would be one day only.
Old Jerusalem Road Culvert:
Julie sent an email to Carolyn Carlson and asked her to draw up a draft for Leicester’s legal counsel to look at.
Carolyn will send it to Board by mid-September.
Senior Center:
Ron took a paint sample and had it tested. It is all lead paint.  Anyone working on it needs to be certified.
There was discussion about doing just replacement windows or exterior aluminum combination storm windows.  
Next steps:  Ron will measure windows and get information to take to various companies for estimates of materials.  Discussion of asking R K Miles, Goodro Lumber, LaValley.
